How to make it
Heat the oil in the pan and brown the beef. Remove beef, and then fry the garlic and peppercorns.
Return the beef to the pan with the ginger, star anise, wine, soy and water, adding more water if required to cover the meat.
Bring to the boil and cook, covered for 1 hour. Add the baby onions and continue cooking until the beef and onions are tender.
Season to taste and serve with steamed rice.
